Examples of Represented “Finished Work”
- Summit Roofing allegedly failed to return to complete promised repairs after receiving full payment.
- Old, damaged, or previously removed roofing materials were allegedly reused instead of installing new materials as represented.
- Exposed holes, fasteners, and nails were left in the roofing system, creating ongoing water-intrusion risks.
- Defective workmanship remained throughout the roof, including unrepaired or improperly installed components associated with active leaks.
- Required flashing and waterproofing components were not replaced or properly installed despite being critical to stopping the leak.
- The roof continued to leak after the work was represented as “completed,” indicating the underlying problem was not corrected.
- Known defects were allegedly concealed or ignored rather than disclosed or repaired.

Skyler Shistle, doing business as Summit Roofing & Contracting, is the subject of an ongoing investigation and civil action involving allegations of contractual fraud, misrepresentation, and home-improvement violations under the Pennsylvania Home Improvement Consumer Protection Act (HICPA), as well as alleged violations of the Pennsylvania Unfair Trade Practices and Consumer Protection Law.
